  Service Line Insurance Program

Beginning on March 1, 2001, all monthly water bills to Kirkwood’s residential customers began receiving an additional charge of $1.00. This fee, known as a "water service repair fund," is used as "insurance" to fund the repair of leaking water services. Voters in St. Louis County approved the collection of this fee during the November, 2000 election. This program is administered by the St. Louis County Department of Public Works. The role of the City of Kirkwood is to collect the $1.00 monthly fee and turn this money over to St. Louis County.

All single-family residential customers who are billed for water usage receive this charge. This also includes customers receiving water bills for multi-family structures of four units or less. The fund will cover costs to repair leaks on water service lines out to the City's water main. It is also intended to pay for the repair or replacement of malfunctioning valves on the service line. Items not covered include: the location, adjustment, maintenance, repair or replacement of curb boxes and meter boxes; the replacement of service lines to correct low flow or low pressure problems; the replacement of service lines to eliminate lead materials.

Businesses, industries, institutions and other non-residential customers cannot participate in this program and therefore will not be charged a fee. Customers who receive water bills for multi-family structures greater than four units also cannot participate in the program. 

If you suspect your water service is leaking between your residence and the water main, call the City's Water Department at (314) 984-5936. Department personnel will attempt to determine if a leak exists and if so, its origin.
