If there are flags or markings in or on your yard or near your yard, it means somebody – a neighbor or someone planning to do construction work near your yard – has called Missouri One Call Systems to have all nearby utilities located.  When someone is going to dig up the ground for any reason, they are required to locate utilities first.  The company that locates the utilities will come out and mark with paint all the utility locations in the vicinity so that whoever is digging will not dig up a utility line.  Now you can find out what’s going on simply and easily.

Missouri One-Call Systems (MOCS) has added a helpful feature to their Website – the ability to research utility-locating work by area.  “Ticket Search” gives the general public the ability to obtain information about utility-locate work being done in their area, who’s digging in a specific area, and what they are doing.  Users can search by ticket number, if they have one, or they can define the search using other criteria such as date, address, excavator name, etc.  Click here to go directly to the "Ticket Search" page.

The Street Division is responsible for the maintenance and repair of 221 lane miles of street pavement (62 lane miles of concrete streets and 159 lane miles of asphalt streets), approximately 200 miles of concrete and asphalt curbs, seven city bridges, subdivision walkways, drainage culverts under roadways, traffic controls signs and pavement markings, over 14 acres of public grounds at 56 locations, and trees on public grounds and along the public rights-of-way.

Street maintenance and repair includes patching of deteriorated asphalt pavement, crack filling of asphalt and concrete streets, sealing of bridge decks, routine cleaning of street pavement, removal of dead animals from city streets, snow/ice removal from street pavement and sidewalks adjacent to public buildings and grounds, and removal of dead trees and hazardous limbs on public rights-of-way. Concrete street replacement and asphaltic overlays are performed through contract.

Due to budget restrictions in recent years, the Public Works strategy for street repairs now involves the use of private contractors for asphalt overlays and major street repairs. The Street Division focuses on routine maintenance and small repairs of a maintenance nature. This includes the crack sealing of concrete and asphalt streets, asphalt street patching, bridge deck sealing, repair/replacement of asphalt curbs, forestry operations, sign/pavement markings, maintenance of city property, and street cleaning. New construction, asphalt overlays, and concrete street replacement are contracted out.

Winter Storm Policy:
When there is a snowfall, the City's emergency plans are put into effect by the Public Works Director. A light snowfall of less than two inches usually does not require plowing. The spreading of salt improves driving safety and aids in snow removal if the storm continues. For this reason, up to seven vehicles and seven workers are "on call" to begin 12-hour shifts.

Kirkwood is divided into five sections for snow removal purposes. At the onset of a snow or ice storm, a truck (with snow plow and salt spreader attachments) is assigned to each section to salt main streets, problem hills, and special areas such as school routes. If accumulations are less than two inches, the remaining streets in their respective areas are initiated when accumulation reaches two inches or when de-icing chemicals alone are insufficient to clean the pavement.
