Board shall administer the plan in accordance with its term and shall have all powers necessary to carry out the provisions of the plan (except such powers as are reserved by the plan or by law to the City) whether or not such powers are specifically enumerated, but not inconsistent with any of the expressed terms and provisions of the plan.
