On a regular basis,
Kirkwood's elected officials and staff meet to evaluate City services.
Visions for Kirkwood's future have been developed during these strategic
planning sessions and are continually reviewed and updated to help ensure
a clear focus on the purpose of Kirkwood's municipal government. You can
view the City's current strategic plan,
which includes the City's mission statement, core values, vision
statement, five-year goals, and action plans for 2009 through 2014. City
staff are currently working to update the strategic plan for the next
five-year planning period.
Kirkwoods Administration is responsible
for the operation of the city. Heres a look at some of the services provided by your
general government.
Chief Administrative
Officer
Appointed by the Mayor and City Council, the CAO directs and supervises
the administration of all departments. The CAO sees that all laws and provisions of the
City Charter and acts of the City Council are carried out. Contact

Assistant
Chief Administrative Officer
The Assistant Chief
Administrative Officer reports to the CAO and supervises the
administration of the Personnel, Purchasing, and MIS departments. The ACAO
serves as staff liaison to the pension boards and the Human Rights
Advisory and Awareness Commission. The ACAO is also the public's contact
for questions or concerns regarding the city's compliance with ADA
(Americans With Disabilities Act) issues.

City Clerk
The City Clerk is appointed by the Mayor and
City Council. The City Clerk prepares the agenda for City Council meetings
and maintains records for the council. In addition, the City Clerk provides
tours of City Hall and Council Role Plays for area student groups upon
request. One of the most important functions of the City Clerk is to serve
as a direct contact with residents wishing to express concerns about City
services or issues. In this capacity, the City Clerk acts as an impartial
conduit in relaying these concerns to the City Council and ultimately to the
appropriate staff member for resolution. Contact Betty Montano, the

Public Information
Officer
The Public Information Officer provides the public
with information about the City, including writing and editing "Eye On Kirkwood," the
Citys monthly newsletter, published the last Friday of each month in the
Webster-Kirkwood Times newspaper. To view the City's newsletters online,

The Public Information Officer works with every department in the City,
preparing a variety of brochures detailing City services and maintaining the

Personnel Department
This department handles the recruitment, selection, classification,
pay, and other areas of employment for City staffing. If you are

M.I.S. Department
M.I.S. stands for Management Information Systems. This department is
responsible for maintaining phone lines within the citys governmental buildings, as
well as the computer systems which operate in the various departments of the city.
